Washington County Circuit Court House and Annex

Summary

The Annex was constructed in 1963 and consists of four (4) floors; one (1) floor is located below grade. Each floor is approximately 7,220 gross square feet. Construction is steel frame with joist with concrete floor slabs and masonry exterior walls. The various floor elevations do not align with the original Circuit Court Building. These varying floor elevations are presently accessed by utilizing a stairway constructed during the original Annex construction. As for ADA compliance, accessibility to both sections of the complex is limited and will need to be addressed in the renovation.

BFM Architects was directed that only the basement and first and second floors will be scheduled for renovation. The third floor which presently contains Circuit Court facilities would not be renovated. During the interviews, it was determined that Circuit Court and the Court Administrator shall be located on the second floor in order that their activities would be in proximity of the third floor court activities. The law library, which needs to be accessible to the public, was located in the area presently occupied by the Treasurer’s Office on the first floor and easily accessed by attorneys.

Administration for Court Security will also be located on the first floor adjacent to the annex entrance. A new metal detector shall be included in the base project. The Clerk of Courts’ offices need to be accessible to the public. Therefore, they will be located on the first floor. A new space saver filing system is anticipated in order to economize on floor space and will be provided by add alternate bids. Mr. Weaver of the Clerk of Courts emphasized during the interviews that record storage was a major concern. In analyzing their spatial needs, it was determined that record storage could occur in the basement level if the clerks could transfer records by utilizing a dumbwaiter between the two areas.
